Ingrid d’Hooghe, PhD, is a China researcher and China policy advisor. She is Senior Research Associate at the Netherlands Institute of International Relations ‘Clingendael’, The Hague, and Senior Research Fellow at the Leiden Asia Center, Leiden. D’Hooghe conducts academic as well as policy-oriented research, and works as China consultant for governments and EU institutions. Her expertise includes China's foreign policy and diplomacy; China’s influence abroad; and developments in China’s higher education, science & technology, and innovation.

D’Hooghe studied Sinology at Leiden University and classical Chinese at Fudan University (Shanghai), and holds a PhD from the University of Antwerp for her research on China’s diplomacy. She has studied and worked in China for more than seven years. She regularly publishes in national and international magazines and newspapers.
